Definition:This is the quotient between the persons aged 20 years and over (according to the selected age group) who completed secondary education and did not access the tertiary or university level, or who accessed this level and did not complete it, and the total population of that age group, per hundred. The age groups considered are: 20 to 24 years, 25 to 34 years, 35 to 49 years and 50 years and over.
