Definition: It is the quotient between the persons aged 20 years and over (according to the selected age group) who completed primary education and did not access secondary education, or who accessed it without completing it, and the total population of that age group, per hundred. The age groups considered are: 20 to 24 years, 25 to 34 years, 35 to 49 years and 50 years and over.
